Madrid rewards anyone willing to move fast. Weave a scooter from the Palacio Real de Madrid through the old town and you can be watching the sunset from the Templo de Debod within the hour — something no bus route in the city manages nearly as gracefully. It's the kind of freedom that turns a checklist of sights into an actual afternoon of riding.
The historic center is compact and mostly flat, with the odd gentle rise, so a scooter closes the distance between Retiro, the Palacio Real and Gran Vía far quicker than walking, without getting stuck behind cars queuing through the narrow one-way streets. It also keeps you clear of the restrictions of Madrid Central, the low-emission zone that limits car access to the center, and makes outlying stops like the Bernabéu or Casa de Campo reachable without a metro transfer.
For a 50cc moped, an AM licence covers you (Spain sets the minimum age at 15), and a full category B car licence works too. For a 125cc scooter, you'll need an A1 licence — the option of using a Spanish/EU category B licence held for three years only applies within Spain, so most non-EU visitors can't rely on it and should hold a proper motorcycle licence instead. If your licence isn't from the EU/EEA, bring an International Driving Permit along with your home licence, since rental desks commonly ask for it. Rental companies typically set their own minimum age, often 18 or 21 depending on the vehicle, and a deposit is usually blocked on a credit card in the renter's name.
Average rental price runs 10-15 EUR per day during low season and 20-30 EUR per day during high season, with premium models reaching 35-45 EUR per day.
High season runs through July and August, plus Easter week, when demand and prices both peak. Low season stretches from November through March, when rates are at their most relaxed. If you'd rather skip the crowds without paying summer prices, May, June, September and October tend to hit the sweet spot for riding weather and cost.
Spain drives on the right. Helmets are compulsory for riders and passengers on mopeds and scooters at all times, on every road. Speed limits in the city drop to 50 km/h on standard streets, 30 km/h on single-lane urban roads, and as low as 20 km/h where the roadway and pavement share the same level — mopeds are capped at 45 km/h and can't use motorways. The blood alcohol limit is 0.5 g/l, tightened to 0.3 g/l for riders with less than two years of experience. Handheld phones and headphones are off-limits while riding, and scooters must run with dipped headlights on, day or night.

Usually basic third-party insurance is included in the rental price. If you wish to have more protection you can purchase additional CDW insurance, which limits your risk to the amount of your deposit. If you wish to rent a scooter without a deposit and with zero risk, you will need to add full insurance to your reservation.
