Cartagena's old town is a maze of narrow streets built for donkeys, not delivery vans, and a scooter is the only vehicle that actually fits. Park by the marina, ride five minutes up to Castillo de la Concepción for the harbor view, then be swimming at Playa de Cala Cortina before lunch. Push further out and the coast opens up — the lighthouse at Cabo de Palos, the sandbar of La Manga — all reachable on a single tank of fuel.
This is exactly the kind of city where a scooter beats a car. The centre is compact, hilly, and one-way in all the wrong places, so parking a car is a small ordeal while a scooter just slots into a gap by the kerb. Outside town the payoff is even bigger: Cabo de Palos, La Manga, Calblanque and Cabo Tiñoso sit 20 to 40 minutes away along flat, well-paved coastal roads — too far to walk, not worth renting a car for, but perfect on two wheels.
For a moped up to 50cc you need an AM licence (minimum age 15 in Spain), and a full category B car licence also covers you. For a 125cc scooter you need an A1 licence, or a Spanish/EU category B licence held for at least three years — note that this B-based entitlement only works inside Spain, so most non-EU visitors will need an actual motorcycle licence instead. If your licence isn't from the EU/EEA, bring an International Driving Permit along with your home licence, as rental desks commonly ask for it. Expect a deposit, usually blocked on a credit card in the renter's name, with the amount depending on the vehicle and operator.
A basic scooter or moped runs about 5-10 EUR per day in low season, rising to 18-28 EUR per day in high season. Larger-cc or newer models go for around 30-45 EUR per day at peak times.
High season runs through July and August, when prices peak and the best models get booked out early — reserve a few weeks ahead if you're travelling then. Low season, from November through March, is quiet and cheap, with scooters readily available on short notice. May-June and September-October hit the sweet spot: warm enough to ride comfortably, without summer prices or crowds.
Spain drives on the right. Helmets are compulsory for riders and passengers on mopeds and scooters at all times, on every road. Speed limits are 50 km/h in built-up areas (dropping to 30 or 20 km/h on some urban streets), 90 km/h on conventional roads, and mopeds are capped at 45 km/h and banned from motorways. The blood alcohol limit is 0.5 g/l, lower for newly licensed riders. Dipped headlights must stay on day and night, and handheld phones and headphones are off-limits while riding.
