Cagliari rewards anyone willing to ditch the bus timetable. Ride along the seafront to Poetto Beach in the morning, then climb up to Castello in the afternoon to watch the sun drop behind the gulf — a loop that would eat half your day on foot. A scooter turns the city into something you can improvise your way through, and once you've felt the sea breeze on Viale Poetto, you won't want to go back to waiting for a bus.
The old town sits on a steep hill webbed with narrow lanes where cars barely fit and parking is a small nightmare, so a scooter slips through and tucks into a gap near the walls with no fuss. Down at sea level, the road out to Poetto runs flat and wide, and from there the coast keeps going — a scooter is what turns a quick trip to the beach into an afternoon exploring the wider bay, or even a longer run down the coast toward Nora, without depending on anyone's timetable but your own.
For a 50cc moped you need at least a category AM licence, obtainable in Italy from age 14. For anything from 50cc up to 125cc you need category A1, though holders of a full car (B) licence may in some cases ride a 125cc scooter in Italy — rental companies vary on whether they accept a foreign B licence for this, so it's worth checking before you book. If your licence was issued outside the EU/EEA, bring an International Driving Permit along with it. Expect to leave a deposit, usually as a credit card hold, along with a copy of your ID or passport.
Prices swing a lot with the season. In winter you can find a scooter for around 5 EUR a day, while in peak summer daily rates climb to 20–30 EUR, and a bigger, newer 125cc-plus model can run 30–40 EUR a day in July and August.
July and August bring the best weather but also the highest prices and the busiest streets, so book well ahead if you're travelling then. If you'd rather ride in comfort with fewer crowds, May, June, September and early October are the sweet spot — still warm, with better availability and gentler rates. Head into the low season from November to February and you'll find the cheapest scooters, though some seasonal rental outlets on the coast scale back or close entirely.
Italy drives on the right. Helmets are compulsory for every rider and passenger on a scooter, moped or motorcycle, no exceptions. Speed limits are 50 km/h in town, 90 km/h on ordinary roads outside built-up areas and 110 km/h on the main extra-urban routes; 50cc mopeds are capped at 45 km/h and can't use motorway-style dual carriageways. Keep your headlight on at all times, even in daylight. The blood-alcohol limit is 0.5 g/l, dropping to zero for anyone who has held a licence for less than three years. And watch for ZTL zones in the historic center — ride into one without a permit and the fine will find you months later, plus an admin fee from the rental company.
