Bergamo rewards anyone willing to leave the car behind. Climb the switchbacks into Città Alta on a scooter and you will slip through gates in the Venetian walls that buses cannot reach, park a step from Piazza Vecchia, and be sipping coffee under the Palazzo della Ragione before the tour groups catch up. From there it is a short, twisting ride up to the San Vigilio funicular stop and the castle above it, where the whole plain toward Milan opens out below you.
This is a city built on two levels, joined by steep, narrow connector roads that a car handles badly and a scooter handles easily — you thread through where drivers are stuck circling for a parking space. Once you are through the walls, the same nimbleness turns into range: the lakes at Iseo and Endine are both under half an hour away, distances that are awkward on local buses but comfortable and scenic on two wheels.
For a 50cc moped, an AM licence covers you. Anything from 51cc up to 125cc needs an A1 licence, though holders of a full car (B) licence can sometimes ride a 125cc scooter under Italian rules — ask your rental operator whether they accept a foreign B licence for this before you book. If your licence was not issued in the EU or EEA, bring an International Driving Permit alongside it. Rental shops generally want you to be an adult, and you should expect to leave a deposit, usually held on a credit card, scaled to the value of the scooter.
Average rental price runs from 5 to 15 EUR per day in low season, rising to 20 to 35 EUR per day in high season. Larger or premium 125cc+ models cost more, typically 30 to 50 EUR per day.
High season runs June through August, plus the Easter period, when Città Alta is busiest and prices climb accordingly. Low season stretches from November to March, with the lightest crowds and lowest prices, but also cooler, wetter days for riding. Late spring and early autumn — May, June, September, early October — tend to offer the best balance of good weather, easier availability and fair prices, so book a little ahead if you are aiming for those months.
Italy drives on the right. Helmets are compulsory for every rider and passenger on a scooter, no exceptions by age. Speed limits are 50 km/h in town, 90 km/h on ordinary roads outside built-up areas, and up to 130 km/h on motorways, though a 50cc moped is capped at 45 km/h and kept off motorways and main dual carriageways. The blood-alcohol limit is 0.5 g/l, dropping to zero if you have held your licence less than three years. Keep dipped headlights on at all times, and watch for Città Alta's camera-enforced ZTL zone — riding in without a permit brings a fine that catches up with you weeks later.
