Requirements vary a little between rental companies, but the common rules are these: you should be at least 18 years old; for a 125cc automatic an A1 licence is generally expected, while a larger or manual machine calls for a full A-class motorcycle licence. Foreign visitors are advised to carry an International Driving Permit (IDP) together with their home licence, since strictly speaking a Vietnamese-recognised motorcycle licence is required to ride legally — check the exact terms of your chosen provider on the booking page. Most companies also ask for a deposit, paid in cash or by card and refunded when the scooter comes back in good condition.

In short, the cool, clear months around the turn of the year are the priciest time to rent, while midsummer offers the best value if you don’t mind the heat and the odd storm. Booking a few days ahead is wise around Tet and the Christmas – New Year period, when demand for bay cruises and scooters both spike.
Northern Vietnam has a real winter, and Ha Long feels it: from November to March the weather turns cool and often misty or overcast, sometimes with a persistent damp chill, especially in December and January — pack a light jacket even though you’re on the coast. March to May and September to October are pleasant, with warming or cooling temperatures and generally good visibility for bay views. June to August is hot and humid, the classic North Vietnamese summer, with the highest chance of tropical storms and occasional typhoons affecting the coast. If you want the clearest views over the bay, aim for the autumn shoulder months of September and October; if you want low prices and don’t mind humidity, the summer months are your best bet, keeping an eye on storm forecasts.
In Vietnam you ride on the right-hand side of the road. A helmet is compulsory for both rider and passenger. Speed limits in town are typically 40–50 km/h, higher on the open highway. There is effectively zero tolerance for drink-driving. Ha Long’s main roads around Bai Chay are wide and manageable, but the city sees a fair amount of tour bus and cruise-transfer traffic, especially near the port, so keep a good following distance, use your horn lightly to announce your presence rather than in anger, and take extra care around the busy junctions near the cruise terminals.
