Picture rice paddies unrolling between limestone karsts, a river bending through a cave you'll paddle under, and a whole valley you can cross in an afternoon without ever waiting for a bus. That's Ninh Binh, and the easiest way to see it properly is to rent a scooter in Ninh Binh and simply go. Head out toward the boat dock at Tam Coc, or wind along the small paved lanes to Trang An, and you'll pass water buffalo, roadside stalls and views that no coach window does justice to.

For anything under 50cc — the size most visitors ride — no driving licence is required in Vietnam, which is exactly why a scooter is the default choice here. Go above 50cc and you'll need a motorcycle licence, plus an International Driving Permit endorsed for motorcycles if you're a foreign visitor. Most shops set their own minimum age, usually 18, and will ask for a cash deposit or hold your passport as security; the amount depends on the shop and the bike.
A basic manual scooter runs 120,000–150,000 VND per day in low season, rising to 180,000–250,000 VND in high season. Want an automatic or a newer, larger-engine model? Expect 250,000–350,000 VND per day.
November to April is peak season nationwide, with December to February the busiest and most expensive stretch of all — book ahead if you're travelling then, particularly around Tet, when many shops close and prices spike further. For lighter crowds and lower prices, April to June and September are your best bet, even if the weather runs hot and humid.
Vietnam drives on the right. Helmets are compulsory for both rider and passenger, and police do check. There's a zero blood-alcohol limit — even one drink puts you over the line, and roadside breath tests are routine, especially at night. Speed limits are lower in town than on the open road and are always signposted, so read the signs rather than guessing. If you're bringing an International Driving Permit, make sure it's the 1968-convention version; the 1949 Geneva type issued in the US and a few other countries isn't recognised here.
