Ha Long's sights are strung out along a long, hilly coastline and across a bridge-linked peninsula — distances a scooter eats up in minutes but that add up fast in taxi fares if you are moving all day. Two wheels also make the detour to Yên Tử realistic, a roughly 45–50 km ride to Vietnam's spiritual mountain complex that most boat-tour itineraries skip entirely because it does not fit a cruise schedule.
For a scooter under 50cc — the standard tourist rental — no driving licence is required in Vietnam. Anything larger calls for a motorcycle licence, and as a foreign visitor you will need either a Vietnamese licence or a valid International Driving Permit issued under the 1968 convention and endorsed for motorcycles; the 1949-convention IDP issued in the US, Japan and a few other countries is not accepted. Rental shops generally set their own minimum age, usually 18 even where the law allows younger riders on smaller machines. Expect to leave a deposit, either cash or your passport held as security, with the amount varying by shop and bike.
A standard automatic scooter runs around 600,000–700,000 VND per day in low season, rising to roughly 800,000–1,000,000 VND during peak weeks. If you want something bigger for the Yên Tử run or the coastal road, 150–300cc touring bikes typically cost 900,000–1,300,000 VND and up.
High season runs December to January, when dry-season weather is at its best and Tết drives prices up and availability down, with a second surge in June to August for domestic summer travel. February to April and September to October are the quieter, cheaper months, though autumn carries some rain risk. Booking a few days ahead is sensible in low season and worth doing well in advance around Tết, when bikes can simply sell out.
Vietnam drives on the right. Helmets are compulsory for both rider and passenger on any motorbike or scooter, and police do check. There is a zero blood-alcohol limit for anyone riding, enforced through roadside breath tests, particularly at night and around holidays. Speed limits are lower in built-up areas than on the open road and lower for motorbikes than for cars, so read the posted signs rather than assuming a flat number. Motorbikes are barred from expressways and some bridges and tunnels, and headlights are required after dark.
