Haiphong doesn't announce itself the way Hanoi or Saigon do, and that's exactly the appeal. Hop on a scooter here and within twenty minutes you're rolling along the coast road to Do Son Beach, or queuing your bike onto the ferry for Cat Ba Island, where limestone hills drop straight into Lan Ha Bay. Rent a scooter and this whole stretch of northern Vietnam — port city, beach resort, jungle island — opens up on your own schedule, not a tour bus timetable.
The city itself is flat, low-speed and easy to read once you've spent an hour in the traffic flow, which suits a standard automatic scooter far better than a taxi or your own two feet. Distances between the real highlights — the cathedral downtown, the port road out to Dinh Vu, the ferry terminal for Cat Ba — are too long to walk and too fiddly for public transport to string together. For a standard scooter under 50cc — the machine most visitors rent — Vietnam requires no driving licence at all. Average rental price runs around 600,000 VND per day in low season, climbing to roughly 800,000–900,000 VND per day in high season. Larger-displacement or newer premium models can run 1,000,000 VND per day and up.
High season stretches from November through April for international visitors, with a second, more local peak in June to August; Tet itself is the sharpest spike, when bikes are scarce, prices rise and some shops close entirely. Low season falls in the hot, rainy stretch of May to September. If you want the best mix of good riding weather and calmer prices, aim for the shoulder months — September to November or March — and book a few days ahead rather than same-day, especially around any holiday.
Vietnam drives on the right. Helmets are compulsory for both rider and passenger on any scooter or motorcycle, and checks are routine. There's a zero blood-alcohol limit for anyone riding — no allowance at all, and police run roadside breath tests, particularly at night. Headlights are required after dark, motorcycles are barred from expressways and a handful of major bridges and tunnels, and there's no general right-on-red — only where a sign or green arrow permits it. Speed limits are posted and vary by road type and by whether you're inside a town, so read the signs as you ride rather than assuming one number applies everywhere.
