Podgorica rarely tops anyone's Montenegro itinerary, but it should — because it sits right at the crossroads of everything worth riding. Point a bike south and you're winding along vineyard roads to Skadar Lake and the old stone bridge at Rijeka Crnojevića within half an hour. Point it the other way and you're climbing toward the Njegoš Mausoleum with the whole coast opening up beneath you. This is a city built for two wheels, not because of what's inside it, but because of what surrounds it.

The city centre itself is compact and easy to read on a bike, but its real value is as a launchpad. Canyons, mountain passes and the sea are all 30 to 90 minutes away — distances that turn tedious in a car queuing behind tour buses on the Cetinje-Kotor serpentines, and that get expensive fast in a taxi. What do you need to rent a motorcycle in Podgorica?

For scooters up to 50cc, many agencies accept an ordinary car licence, though a proper AM or A1 entitlement is the legal standard. Anything larger requires a matching motorcycle licence class — A1, A2 or A depending on power — and agencies will not hand over a bike above your class. You'll generally need to be 18 or older, and an International Driving Permit is required alongside your home licence. Expect to leave a deposit, usually held on a card, and to have your passport copied.

Local traffic rules in Podgorica

Montenegro drives on the right. Helmets are compulsory for riders and passengers on every scooter and motorcycle, and dipped headlights must stay on at all times, day and night, all year round. Speed limits sit at 50 km/h in built-up areas and 80 km/h on open roads outside settlements, with signs overriding both. The blood alcohol limit is a strict 0.03%, which in practice means no drinking before you ride. The mountain roads — the Kotor serpentines especially — are narrow, unbarriered and shared with tour buses, so blind hairpins and unlit tunnels are the real hazard, not traffic.
