Tivat sits right where the Bay of Kotor opens toward the Adriatic, and there is no better way to take it in than on two wheels. Start easy along the marina at Porto Montenegro to get a feel for the bike, then let the road pull you around the bay toward Perast, where boats wait to ferry visitors out to Our Lady of the Rocks. From there the whole coastline is yours to explore.
This is coastal terrain built for a motorcycle. Distances between towns are short, but the roads twist tightly around the water, and in summer they fill up with tour buses and rental cars crawling toward Kotor. A scooter or motorcycle slips past the queues and reaches things a car simply can't — the hairpins of the Kotor Serpentine, for instance, are far more rewarding leaned into on a bike than crawled up in traffic. Parking in Kotor and Budva is scarce and pricey, too, so a nimble ride saves you both time and money.
For scooters and light motorcycles, agencies typically accept an ordinary car licence, though larger machines call for a proper motorcycle licence matching the engine size. You'll usually need to be at least 18, and an International Driving Permit is required alongside your home licence. Expect to leave a deposit, either a card hold or cash, and some smaller shops will also ask to photocopy your passport.
Average rental prices run from 20-25 EUR per day in low season up to 35-45 EUR per day in high season, with larger-cc or newer models reaching 50-70 EUR per day.
May-June and September into early October are the sweet spot — warm enough to ride comfortably, without the July-August crowds or prices. If you're set on visiting at the height of summer, book ahead, since the best bikes go quickly. Outside the coastal season, from November to March, prices drop but availability does too, as several agencies close for winter.
Montenegro drives on the right. Helmets are mandatory for riders and passengers alike, and it's enforced. Dipped headlights must stay on at all times, day and night. Speed limits are 50 km/h in built-up areas and 80 km/h on the open road outside them, though the Kotor Serpentine and other mountain roads are narrow and unbarriered enough that you'll rarely want to go that fast anyway. The blood alcohol limit is just 0.03%, so plan on riding sober.
