Podgorica rarely tops anyone's Balkan itinerary, but that's exactly why it rewards a rider who shows up with a bicycle instead of a bus ticket. Pedal from the shaded slopes of Gorica Hill down to the riverside promenade and you'll cover more of this low-key capital in an afternoon than most visitors see in three days — narrow lanes around Stara Varoš one moment, open vineyard roads out toward Ćemovsko Polje the next.
What makes Podgorica genuinely suited to two wheels is its shape: flat, compact, and free of the traffic snarls that clog bigger Adriatic cities. The main arteries carry cars, but everything else — riverside paths, old-town streets, the plain stretching south of the center — is calm enough to ride without a second thought, and far too spread out to comfortably manage on foot once the summer heat sets in. A bicycle closes that gap, giving you a car's reach with a walker's access to the small stuff a vehicle can't squeeze into.
Good news: cycling requires no licence, no registration, and no international driving permit. Anyone can walk up and ride away. Some rental shops will ask for ID or a small deposit to cover the bike itself, but there's no age restriction or paperwork beyond that — by far the simplest rental in the city.
Expect around EUR 3–5 per day in low season and EUR 6–10 per day in high season, with e-bikes and premium road or mountain models running EUR 10–15 per day.
High season runs July–August, when the city is busiest and prices sit at their highest. Low season stretches from November to March, with quieter streets and the cheapest daily rates. If you want the best of both — good weather without the summer premium — aim for the shoulder months either side of the peak, and book a few days ahead once summer arrives.
Montenegro drives on the right. Cyclists aren't legally required to wear a helmet, though it's sensible on shared roads. Vehicles keep to 50 km/h in built-up areas and 80 km/h on open roads outside town, and the blood alcohol limit is a strict 0.03% — worth remembering if you're sharing the road with local drivers on your ride out toward Skadar Lake or the countryside loops.
