That's the kind of afternoon a scooter buys you in Podgorica. You can weave from the cathedral downtown to a canyon swimming spot near Cijevna in under twenty minutes, no bus timetable required. Renting a scooter in Podgorica means you set the pace, not the tour operator.
Podgorica is flat, laid out along wide boulevards, and small enough that nothing in the center is more than a few minutes apart on two wheels. Rush hour aside, traffic here is easy to read, and parking a scooter costs you nothing while a car would mean circling for a spot. The real payoff is what sits just outside town: the lake road toward Virpazar, the climb to Cetinje, the run out to Ostrog Monastery. A scooter handles these distances comfortably, and unlike the coastal switchbacks further south, the terrain around Podgorica is gentle enough that you don't need a bigger bike to enjoy it.
Most agencies accept an ordinary car licence for scooters up to 50cc, though this is shop practice rather than a strict legal rule, so anything larger may call for a moped or motorcycle licence. You'll generally need to be at least 18, and an International Driving Permit is required alongside your home licence. Expect to leave a deposit, usually as a card hold or in cash, and some smaller shops will also ask to photocopy your passport.
Prices swing quite a bit with the season. In low season you're typically looking at EUR 5–8 per day, while high season runs EUR 12–20 per day, with newer or larger 125cc+ models closer to EUR 15–25.
July and August are high season, when demand and prices both peak, so booking ahead pays off if you're travelling then. November through March is low season, with the softest prices but also fewer shops open, since many close for the winter months. If you'd rather skip both extremes, May, June and September offer easier availability and comfortable riding weather.
Montenegro drives on the right. Helmets are compulsory for both rider and passenger, and this is actively enforced. Headlights must stay on at all times, day and night. Speed limits are 50 km/h in built-up areas and 80 km/h on open roads outside town, unless signs say otherwise. The blood alcohol limit is just 0.03%, so plan on riding sober.
