Cascais moves at a different speed than Lisbon, and a scooter is the best way to feel that. Park a step from Praia da Rainha, follow the coast out to the cliffs of Boca do Inferno, then keep going until the road opens up at Guincho, where Atlantic swells roll in against wide sand and the wind off the water clears your head. You are never more than a few minutes from the next view.
This coastline was practically made for two wheels. Cascais itself is compact and flat, so the marina, the old town and the beaches are all short, easy hops. Once you head out along the N247 toward Guincho and Cabo da Roca, the road turns into a proper ride — cliffs, dunes and open sea air, with none of the Lisbon-bound traffic or parking headaches a car brings. You can cover in an afternoon what would take half a day on the local bus network.
For scooters up to 50cc you need at least a category AM licence, which you can hold from age 16, or a full car (B) licence, which also covers AM. For 125cc scooters you need an A1 motorcycle entitlement — note that the Portuguese rule allowing local B-licence holders to ride 125cc doesn't extend to visitors. Bring an International Driving Permit if your licence isn't from the EU/EEA. A deposit is standard practice, usually held on a credit card, with the amount depending on the operator and the vehicle.
Expect to pay around 5-15 EUR per day in low season and 20-35 EUR per day in high season, with premium models running 30-45 EUR per day.
High season runs June through September, and it's worth booking ahead if you're arriving in July or August, when demand along this coast is at its highest and prices follow. Low season stretches from November to March, with the best value and quieter roads. If you want warm weather without the crowds or the top prices, aim for April to June or September into October.
Portugal drives on the right. Helmets are compulsory for both rider and passenger on any scooter or moped, and mopeds must run with dipped headlights on at all times, day or night. Speed limits are 50 km/h in built-up areas and 90 km/h on the open road, though mopeds themselves are capped at 45 km/h and can't use motorways. The blood alcohol limit is 0.5 g/l, dropping to 0.2 g/l for drivers who've held a licence less than three years, and roadside checks are common along this stretch of coast.

If you wish to have more protection you can purchase additional CDW insurance, which limits your risk to the amount of your deposit.
