Budva rewards anyone willing to leave the bus schedule behind. Pedal out from the walls of Budva Old Town (Stari Grad) and within minutes you are looking at Sveti Nikola Island from the Slovenska Plaža promenade, or dropping down to Mogren Beach for a swim between two short climbs. Further south, the road opens onto the famous view of Sveti Stefan, and if your legs are willing, the ride continues on to Petrovac, a quieter coastal town with its own beaches and a relaxed seafront. This is a coastline built for two wheels.
The Old Town itself is compact and mostly closed to cars, so a bike only really pays off once you point it along the coast. That is exactly where Budva's charm sits: Sveti Stefan, Miločer, Bečići, Rafailovići and Petrovac are strung out over a few flat, scenic kilometres, too far to stroll comfortably and too short and too jammed with summer traffic to bother with a car or taxi. A bike lets you cover that distance at your own pace, and if you want a change of scenery, the hills behind town climb toward Topolica for a panoramic view over the bay — a steeper option for riders after more of a workout.
Renting a bicycle in Montenegro requires no licence and no registration, so this is one of the simplest rentals you will ever make. Bring valid ID, expect most agencies to ask for a small deposit, and you are ready to ride. There is no minimum age set by law, though individual shops may apply their own rules for younger riders and larger or electric models.
Average rental prices run from around 3-5 EUR per day in low season to 7-12 EUR per day in high season, with premium or electric models reaching 10-20 EUR per day.
High season runs July-August, when the coast is liveliest but prices and demand both peak. Low season stretches from November to March, with the best value but a much quieter town and fewer open rental shops. For the easiest riding conditions and fair prices, aim for May-June or September into early October, when the weather is still warm but the roads are calmer.
Montenegro drives on the right, and while cyclists are not legally required to wear a helmet, it is a sensible habit on shared coastal roads. Speed limits sit at 50 km/h in built-up areas and 80 km/h outside settlements, figures that matter mainly for the cars and scooters you will be sharing the road with. The blood alcohol limit is just 0.03%, effectively ruling out any drinking before you ride, and mobile phone use without a hands-free setup is prohibited for all road users.
