Sintra's palaces sit above the clouds half the year, and the only way to reach every one of them without a tour bus schedule is on two wheels. Rent a bike in Sintra and you can freewheel down from the misty ridge of Palácio da Pena in the morning, stop wherever the view demands it, and still make it to the Atlantic cliffs at Cabo da Roca before lunch. The forest roads between the historic centre and the coast are quiet, shaded, and made for exactly this kind of exploring.
Sintra's centre and its hilltop sights sit on narrow, switchback roads that turn into a slow crawl of cars and tuk-tuks by mid-morning, so cycling — especially on an e-bike for the climbs — is often faster than driving and always more pleasant than queuing for a shuttle. The palaces, the coast and the beaches at Praia da Adraga and Praia Grande are 5 to 12 km apart, an easy stretch on a bike but a genuine slog on foot once you factor in the elevation. A bicycle rental in Sintra gives you the range to link them all in a single day, parking wherever you like along the way.
None of this needs a licence — a standard bicycle or a pedal-assist e-bike is open to anyone, no driving category or IDP required. Rental shops will usually ask for ID and a deposit, held on a credit card, before handing over the bike; the amount depends on the shop and the model. There's no minimum age set by law, though most operators prefer riders to be old enough to handle the hills confidently, particularly on an e-bike.
Expect EUR 3-8 per day for a basic city or hybrid bike in low season, rising to EUR 10-20 in high season. E-bikes and higher-end road or mountain bikes run EUR 25-40 per day, reflecting both the machine and the extra help they give you on Sintra's climbs.
April to June and September to October give you the best of it — warm, dry weather without the peak crowds or prices. If you're set on a summer trip, book ahead: July and August bring the highest demand and the highest prices, and popular models sell out. Travelling November to February keeps costs low, but count on cooler, wetter days in the hills around Pena and Capuchos.
Portugal drives on the right, and that applies to bike traffic too. Helmets are compulsory only for cyclists under 16, though we'd suggest one regardless given the descents. Built-up areas carry a 50 km/h limit for motor traffic, so don't expect cars to be moving fast around you in the centre, but drivers overtaking a cyclist must still leave at least 1.5 m of clearance. If you're riding after dark or in poor visibility outside town, lights and a reflective vest are required. The usual road-going common sense applies: Portugal's drink-driving limit is 0.5 g/l, so traffic tends to be sober and predictable, even on these winding hill roads.
