Setúbal doesn't get the crowds Lisbon does, and that's exactly the point. Pick up a scooter here and within twenty minutes you can be climbing the cliff-top road through Serra da Arrábida, with the Atlantic stretched out turquoise below you, or freewheeling down to the sheltered cove at Praia do Portinho da Arrábida for a swim. This is a place best explored on two wheels, at your own speed, stopping wherever the view demands it.
The old town itself is compact, hilly and cobbled — exactly the kind of place where a car becomes a liability and a scooter just slots into a gap by the kerb. But the real reason to rent a scooter in Setúbal is what surrounds the town: the Arrábida coast, the fishing town of Sesimbra, the hilltop castle at Palmela, and the ferry crossing to the Tróia peninsula are all close by yet slow and awkward to reach on local buses. A scooter turns them into an easy half-day loop.
For scooters up to 50cc you need at least category AM, which you can hold from age 16; a full car licence (category B) also covers this. For a 125cc scooter you'll need an A1 motorcycle entitlement — the local rule allowing Portuguese B-licence holders onto 125cc bikes doesn't extend to visitors. Bring your driving licence and, if it isn't from the EU/EEA, an International Driving Permit is recommended. Rental companies will also ask for a deposit, usually held on a credit card, with the amount depending on the vehicle and operator.
Prices in EUR run from around 5-8 EUR per day in low season up to 12-20 EUR per day in high season, with premium models from 20-30 EUR per day.
High season runs June to September, peaking in July and August, when it's worth booking ahead as prices climb and popular models sell out. Low season runs November to March, with the cheapest rates but cooler, wetter weather. For the best balance of good conditions, lighter crowds and fair prices, aim for April to June or September to October.
Portugal drives on the right. Helmets are compulsory for both rider and passenger on any scooter or motorcycle, and dipped headlights must stay on at all times, day or night. Speed limits are 50 km/h in town, 90 km/h on open roads and 100 km/h on expressways, though mopeds are capped at 45 km/h and can't use motorways. The blood alcohol limit is 0.5 g/l, dropping to 0.2 g/l for anyone who has held a licence less than three years, and roadside checks are common, so plan to ride sober.
