This stretch of the Portuguese Riviera rewards exactly this kind of freedom: narrow lanes, sudden viewpoints, and villages that feel worlds apart from each other despite sitting minutes apart on the map.
Between Lisbon and Cascais, parking is tight, summer traffic crawls, and the best spots — Sintra's palaces, the cliffs at Cabo da Roca, the surf beach at Guincho — sit awkwardly far from any train station. For a 50cc scooter, category AM covers you (a full car licence also works). Step up to 125cc and you'll need an A1 motorcycle entitlement — Portugal lets local B-licence holders ride 125cc on a car licence alone, but that exemption doesn't extend to visitors. Larger machines require A2 or full category A depending on power. Rental companies generally set their own minimum age above the legal ones (16 for AM/A1, 18 for A2), and an International Driving Permit is worth carrying if your licence isn't from the EU/EEA. Expect a deposit, usually held on a credit card, with the amount set by the rental operator.
A standard scooter (50–125cc) runs around 25 EUR per day in low season, climbing to roughly 35–50 EUR in high summer. Bigger or newer machines over 300cc typically cost 50–80 EUR per day.
High season runs June to September, peaking hard in July and August, so book ahead if you're riding then — good bikes go fast. Low season, November to March, is calmer and cheaper, though the weather is less reliable for long coastal runs. April to June and September to October hit the sweet spot: warm, dry, and far less crowded on the road to Sintra or Guincho.
Portugal drives on the right. Helmets are compulsory for every rider and passenger on a scooter or motorcycle. Speed limits are 50 km/h in town, 90 km/h on open roads, and 120 km/h on motorways — though mopeds are capped at 45 km/h and banned from motorways altogether. Dipped headlights stay on at all times, day and night. The blood alcohol limit is 0.5 g/l, dropping to 0.2 g/l for newer licence holders, and roadside checks are common, so plan to ride sober. If your route takes you onto one of the electronic-toll motorways, sort out a transponder or agree tolling with your rental company before you set off.
