There is something quietly perfect about crossing the narrow bridge at Ždrelac with the wind in your face and no windshield between you and the water. That short stretch of road linking Ugljan and Pašman is where most visitors realise these islands were made for two wheels, not four. Head south from the bridge and you land at the sandy coves of Kukljica, or turn north toward Preko's waterfront for a coffee with Zadar shimmering across the channel. A day on a scooter here strings together beaches, fishing villages and hilltop monasteries the way a car simply can't.
The islands share a single winding coastal road, and the villages sit just a few kilometres apart, so nothing ever feels like a real drive — more like a series of short, scenic hops. Parking is the other half of the story: Kali, Preko and Tkon are all tiny harbour towns built for boats and foot traffic, not car parks, and a scooter tucks into a corner where a car would circle for ten minutes. Croatia treats scooters differently from some of its neighbours: a plain car licence is not enough. High season runs June through August, with July and August the busiest and most expensive stretch on the whole Adriatic coast. Low season stretches from November to March, when many island rental shops trim their hours or close altogether, but the ones that stay open charge noticeably less. Croatia drives on the right. Helmets are compulsory for every rider and passenger on a scooter, no exceptions. Speed limits top out at 50 km/h in built-up areas and 90 km/h on the open road, though on these narrow island lanes you'll rarely want to go that fast anyway. Scooters and mopeds must run with headlights on at all times, day and night. The blood-alcohol limit is 0.05% for most riders, dropping to zero for anyone under 25 — worth remembering after a relaxed lunch by the harbour in Kali or Tkon.
