Kotor's bay curls between limestone cliffs and old fortress walls, and the best way to feel its full shape is from the seat of a scooter. Ride the coast road past Perast toward the twin islets of Our Lady of the Rocks and St. George, then climb the legendary switchbacks of the Ladder of Kotor, where every hairpin opens onto a wider view of the fjord-like bay below. Few other places let you go from medieval alleyways to mountain panoramas in the same afternoon.
Kotor's Old Town is car-free, so nobody drives right up to the walls anyway — a scooter gets you to the edge and you walk in from there. Outside the walls, the coast road is narrow, twisty, and clogged with tour buses and rental cars all summer, exactly the kind of traffic a small bike slips past with ease. The bay towns sit close together, 15 to 40 minutes apart, so hopping between Kotor, Perast, Tivat, and Budva by scooter is faster and cheaper than taking taxis all day, and it's the only practical way to tackle the Lovćen switchbacks that larger vehicles struggle with.
For scooters up to 50cc, many rental shops accept an ordinary car licence, though the legal requirement is a moped or light-motorcycle entitlement, so bring your full driving licence and, if it's not an EU document, an International Driving Permit (IDP) as well. You'll typically need to be at least 18, and agencies usually ask for a deposit, either a card hold or cash, sometimes alongside a photocopy of your passport.
Rates run from about 5 to 8 EUR per day in low season for a basic scooter, rising to 12–20 EUR per day in high season, with premium or larger models landing around 20–30 EUR per day.
If you're chasing the lowest prices, aim for the winter low season from November to March, though be aware plenty of shops shut down entirely then. High season, July and August, brings the best weather and the busiest roads, along with the highest rates, so book a few days ahead if you're arriving mid-summer. May, June, and September strike a nice middle ground: warm enough to enjoy the bay roads, quieter traffic, and prices well below the July peak.
Montenegro drives on the right. Helmets are mandatory for both rider and passenger, and this is enforced even in relaxed coastal towns. Keep your headlights on at all times, day or night. Speed limits are 50 km/h in built-up areas and 80 km/h on the open road outside town, though posted signs always take priority. The blood alcohol limit is just 0.03%, so plan on no drinking before you ride, and keep your phone off the handlebars — only hands-free use is allowed. The mountain roads above Kotor are narrow and unbarriered, shared with tour buses on blind hairpins, so take the Ladder of Kotor at an easy pace.
