Pula has a way of turning a rental bike into the best decision of your trip. Park up at the Pula Arena, wander the old town on foot, then swing back onto two wheels and follow the coast road out to Cape Kamenjak, where cliffs drop into turquoise coves and the only traffic is the occasional goat. Ride the Verudela loop for an easy sunset spin, or push further north to Rovinj's harbor, all pastel shutters and fishing boats. This is a landscape built for riding, not driving.
Istria rewards two wheels in a way a rental car never quite manages. Pula's old town is a maze of narrow, one-way streets with almost nowhere to park a car, while a scooter slips through easily and tucks into any gap. Outside the July and August crowds, the coastal roads stay quiet, and the terrain keeps changing — flat lanes through town, twisting cape roads around Kamenjak, a short climb up to the hill town of Vodnjan. A mid-size scooter or motorcycle handles all of it without fuss, and you'll cover more ground in a morning than a bus route manages all day.
Croatia is stricter than some of its neighbors: a plain car licence does not let you ride a 125cc scooter here. For anything over 50cc you need at least category A1, with A2 or full category A required for more powerful machines — rental agencies match the bike to whatever category is on your card, so bring the physical licence with you. Most agencies set 18 as the practical minimum age, and some ask for a longer licence-holding period on bigger bikes. Expect a deposit, usually held on a credit card and released when the bike comes back undamaged, with the amount scaled to the vehicle's value. If your licence was issued outside the EU/EEA, carry an International Driving Permit as well.
Prices swing hard with the season. In low season you're typically looking at EUR 20-25 per day, rising to EUR 35-50 per day in July and August, and larger-displacement or premium bikes can run EUR 50-80 per day at the peak.
High season runs June through August, with July and August the tightest for availability and the highest prices — book well ahead if you're set on those dates. Low season stretches from November to March, when quieter roads meet the best rates, though some coastal shops shut down entirely over winter. If you want warm, dry riding without the peak crowds or prices, aim for May, June, September or early October.
Croatia drives on the right. Helmets are compulsory for riders and passengers on every scooter and motorcycle, no exceptions. Speed limits are 50 km/h in built-up areas, 90 km/h on open roads and up to 130 km/h on motorways, though mopeds are capped at 45 km/h and barred from motorways altogether. Motorcycles and scooters must run with headlights on at all times, day or night. The blood-alcohol limit is 0.05%, dropping to zero tolerance for drivers under 25 — and police checks along the coastal roads are common in summer, so it's not worth the risk.
