Valletta doesn't feel like a capital city so much as a fortress dropped onto a peninsula, and once you're through its gates and up at the Upper Barrakka Gardens, looking down over the Grand Harbour and the Three Cities, you understand why. From there the island opens up in a different way — not on foot, and not squeezed onto a bus, but on two wheels, gliding along the harbour promenades toward Sliema or across to Manoel Island while the fishing boats and cruise liners share the same water below you.
The old city itself is steep, stone-paved and largely closed off to casual riding, so a bicycle really earns its keep just outside the walls. Head out through Floriana and the terrain flattens into long, easy coastal stretches — the Marsamxett shoreline, the Sliema seafront, the marina at Ta' Xbiex — routes that would otherwise mean waiting for a bus or paying for a taxi. Speed limits are 50 km/h in built-up areas and 80 km/h outside them, and the general blood-alcohol limit for drivers is 0.05 g/100 ml.
