What do you need to rent a bicycle in Nicosia?

No licence is required to rent a bicycle in Cyprus, at any age. Rental shops will usually ask for a small deposit, often held on a card rather than cash, and you're entitled to offer a card hold instead of leaving your passport if a shop asks for it. Since no licence is needed, an International Driving Permit doesn't come into play here — that only matters if you're also renting a scooter or car.
