Old Quebec was built for horses and carriages, not rental cars, and that is exactly why a scooter feels like the right-sized way to see it. Park the car, skip the tour bus, and glide down to the Terrasse Dufferin beneath the Château Frontenac, then let the road pull you further out along the St. Lawrence toward Montmorency Falls, a curtain of water taller than Niagara that most visitors never make it to on foot. The old town's core is compact enough to walk, but everything that makes Quebec City special beyond the ramparts — the falls, Île d'Orléans, the riverside villages along the Chemin du Roy — is awkward by bus and exhausting on foot. Canada drives on the right. Helmets are mandatory for every scooter rider and passenger, no exceptions. Speed limits run around 50 km/h in the city, rising to 80–90 km/h on rural highways outside town. The legal blood-alcohol limit is 0.08%, but Quebec enforces stricter roadside penalties from as low as 0.05%, so it's simplest to treat riding and drinking as mutually exclusive. Headlights stay on at all times, and right turns on red are allowed everywhere in the province except on the island of Montreal.
