Richmond doesn't feel like a city built for windshields. It feels built for two wheels — a compact grid of hills and river bluffs where a short ride can take you from the gold-domed Virginia State Capitol to the rapids at Belle Isle in ten minutes flat. Rent a scooter in Richmond and you can chase the sunset from the overlook at Libby Hill Park one evening and wander the shops of Carytown the next morning, all without hunting for parking or waiting on a bus that never quite lines up with your plans.
What makes Richmond so well suited to a scooter is its scale. Downtown, Church Hill and the James River trails sit close enough together that walking between them wears you out on the hills, but a car feels like overkill for such short hops. Traffic here is lighter than in most East Coast cities, the streets are narrow and easy to read, and a scooter lets you tuck into a parking spot right outside a cemetery gate or a garden entrance instead of circling the block.
Rules vary by state, but in Virginia a low-powered moped — generally around 50cc or under, with a top speed near 30 mph — can usually be ridden on a standard driver's licence. Larger scooters typically call for a motorcycle endorsement. An International Driving Permit isn't required. Rental operators generally set their own minimum age, commonly 21 and up, and will ask for a credit card in your own name to cover the deposit or a card hold; the exact amount depends on the operator and the vehicle.
Average rental prices run from 20 to 30 USD per day in low season and 35 to 50 USD per day in high season, with premium models running 55 to 75 USD per day.
High season runs roughly May through September, when Richmond's weather is at its best and rental fleets book up fastest, so it pays to reserve ahead. Low season falls between December and February, when colder weather thins out demand and prices drop to their most affordable. If you'd rather skip both the crowds and the chill, April, May, September and October tend to offer the mildest riding weather at a fair price.
Traffic in the United States keeps to the right. Virginia does not require helmets for riders 21 and over on mopeds under a certain size, though we always recommend wearing one regardless of the law. Speed limits typically run 25–35 mph on residential and urban streets, rising to 55–65 mph on rural roads outside the city. The blood-alcohol limit is 0.08% nationwide, with zero tolerance below the legal drinking age, so plan your rides accordingly. Right turns on red are allowed after a full stop unless a sign says otherwise, and at four-way stops, whoever arrives first goes first.
