Monaco rewards anyone who can slip past the traffic queuing for the underground car parks, and a scooter is exactly how you do it. Wind up from Port Hercule, past the superyachts, to the Place du Casino in a few minutes, then keep climbing toward the Prince's Palace on Le Rocher for a view over the whole harbour. Squeezed between the sea and the mountains, this is a Principality built for two wheels, not four.
At just under 2 km², Monaco packs one-way loops, steep switchbacks and famously scarce, expensive parking into a very small space. A scooter slips through the tunnels and ramps that make up most of the road network, and you can tuck it into a bay near attractions that would otherwise mean a long uphill walk — Jardin Exotique and the approach to Le Rocher especially. Anything motorised needs a licence. Small-displacement mopeds and scooters can generally be ridden on a light moped-category entitlement, while larger scooters call for a full motorcycle licence — Monaco broadly follows the French system, so confirm the exact class with the rental company when you book. Minimum ages vary by engine size, but most operators set their own floor of 18 to 21, sometimes with a minimum period of holding the licence. Expect a deposit blocked on a credit card in your name, scaled to the value of the scooter, plus your passport or ID on file. Non-EU licence holders should carry an International Driving Permit (IDP) alongside their home licence.
Average prices range from 5 EUR to 15 EUR per day in low season, and 25 EUR to 45 EUR per day in high season, with premium models running 40 EUR to 70 EUR per day.
High season runs June through August, plus the last week of May for the Grand Prix — book well ahead if you're coming for the race, since roads close and prices peak. Low season covers November to March, with mild weather and the cheapest rates. For the best balance of open roads and good prices, aim for April to early June or September and October — ideal timing for a run out along the Grande Corniche toward Menton.
Monaco drives on the right. Helmets are compulsory for riders and passengers on mopeds, scooters and motorcycles, and dipped headlights must stay on at all times, day and night. Nearly the whole Principality counts as a built-up area, so the standard limit is 50 km/h, dropping to around 30 km/h in restricted zones and lower still in tunnels and underground car parks — there's no motorway inside Monaco. The drink-drive limit is 0.5 g/l of blood, enforced with routine roadside testing and steep penalties. Give way to the right at unmarked junctions, follow the dense one-way loop system, and park only in marked bays — traffic is heavily camera-monitored, and pavement parking gets fined.
