Biarritz rewards riders. The old town squeezes tight around the harbour, the seafront road hugs the curve of the Grande Plage, and just south the cliffs of the Côte des Basques catch the evening light over the surf. Twist the throttle and you can be at the Rocher de la Vierge in minutes, then out along the coast road with the Atlantic on one side and Basque hills on the other — a view no bus route gets you.
Summer traffic and near-impossible parking make cars a poor fit for Biarritz's compact centre, but a scooter slips through and tucks into a spot near the beach in seconds. It also opens up the wider Basque coast: the Corniche Basque and the hairpins of the Col d'Ibardin are made for two wheels, and towns like Saint-Jean-de-Luz and Bayonne, a slog by car in July, become easy half-day rides.
For a 125cc scooter you'll need an A1 motorcycle licence, or a category B car licence held for at least two years plus a short 7-hour training course. Larger machines need category A1 (from 16) or A2 (from 18), though most rental agencies in Biarritz set their own minimum age, often 18 or 21. Non-EU visitors should carry an International Driving Permit alongside their home licence. A deposit is standard, usually taken as a credit card pre-authorisation and refunded on return — confirm the exact amount and excess with your chosen operator when you book.

France drives on the right. Helmets are compulsory for every rider and passenger on a motorised two-wheeler, and CE-approved gloves are a legal requirement too — France enforces this more strictly than most countries. Dipped headlights must stay on at all times. In town, the speed limit is 50 km/h from the town-name sign; on the open coastal roads outside built-up areas it's typically 80 km/h. The blood-alcohol limit is 0.5 g/l, dropping to effectively zero for riders in their first three years of licence.
