To rent a scooter in Goa you'll need your home motorcycle or scooter licence along with an International Driving Permit. Speed limits vary by road and are usually signposted rather than fixed nationwide, so it's worth watching the signs rather than assuming a number. Expect frequent horn use as a normal way of signalling rather than aggression, and be cautious of livestock, pedestrians and oncoming traffic on the wrong side of the road, especially after dark.
