Baku has a habit of surprising first-time visitors: a city of flame-lit skyscrapers and stone alleyways, wrapped around a curve of the Caspian Sea. The best way to take it all in is on two wheels. Glide along the Baku Boulevard with the sea breeze on your right, then cut inland and watch the Flame Towers catch the evening light — a scooter gets you there in minutes, no timetable required. Wind through the cobbled lanes at the edge of Icheri Sheher, the old walled city, and you'll feel less like a tourist ticking off a checklist and more like someone who actually lives here.

Baku's centre is compact, largely flat, and hugs the coastline, which makes a scooter almost the ideal match for it. The Boulevard, the Old City, the Flame Towers and Fountains Square all sit within two to five kilometres of each other, close enough to link in a single afternoon but spread out enough that walking gets old fast. Parking a car downtown is a headache, and taxis add up quickly if you're stopping every ten minutes for a photo. A scooter also opens up longer trips out to the Absheron Peninsula, places public transport barely touches and walking simply rules out.

Top 10 things to see in Baku by scooter

  1. Baku Boulevard (Baku Seaside National Park) — a flat, wide seafront promenade along the Caspian, the easiest and most scenic first ride, and the thread that links most of the other sights.
  2. Flame Towers — the city's skyline landmark; ride up toward the base or the nearby viewpoint for the best angle on the towers at dusk.
  3. Icheri Sheher (Old City) & Maiden Tower — a UNESCO-listed walled old town with the Maiden Tower and Shirvanshahs' Palace; park at the gates and explore the lanes on foot.
  4. Heydar Aliyev Center — Zaha Hadid's sweeping landmark building, a short, direct ride from the Boulevard and a favourite photo stop.
  5. Highland Park — a hilltop park above the city with a panoramic overlook of the bay, the Flame Towers and the Old City.
  6. Martyrs' Lane (Şəhidlər Xiyabanı) — a memorial park on the same ridge as Highland Park, with an eternal flame and sweeping city views.
  7. Baku Ferris Wheel (Baku Eye) — a landmark right on the Boulevard, a natural stop on any seafront loop.
  8. Fountains Square — the pedestrian heart of downtown, lined with cafes and shopping streets; park here and continue on foot.
  9. Yanar Dag — a hillside that has been burning for decades, out on the Absheron Peninsula and well worth the longer ride from the centre.
  10. Bibi-Heybat Mosque — a striking rebuilt mosque on the bay south of downtown, reached by a scenic coastal ride along the water.

What do you need to rent a scooter in Baku?

You'll need a valid driving licence to ride a motorised scooter on Baku's roads. Azerbaijan follows the standard European-style licence categories, but rental companies differ in what they'll accept, so it's worth checking with your chosen operator before you book. Most set their own minimum age, usually well above the local driving age of 18, and some ask that you've held your licence for a minimum period. A deposit is standard, either in cash or as a hold on your credit card — a card hold is the better option, since handing over your passport as security is best avoided. Carrying an International Driving Permit alongside your home licence is the safe move.

How much does it cost to rent a scooter in Baku?

Prices move with the seasons. In low season you can find a standard scooter from around 10 AZN per day, while in high season expect to pay 20-25 AZN per day. Larger-engine or newer models run 30-40 AZN per day.

  • Prices climb in July and August, Baku's busiest tourist months.
  • They drop from November through February, the quietest and cheapest stretch.
  • Booking a few days ahead in summer helps you lock in the better rates before availability tightens.

When to book a rental scooter in Baku?

High season runs from June through August, spilling into September, when the Boulevard and the city's cafes are at their liveliest — and prices sit at their peak. Low season stretches from November to March, cold and windy on the coast, with cheaper daily rates but a thinner choice of vehicles. If you'd rather skip both extremes, April, May, September and October give you mild weather and steadier prices, and they're genuinely the most comfortable months to be out on a scooter.

Local traffic rules in Baku

Azerbaijan drives on the right. Helmets are compulsory for riders and passengers alike, so don't skip one even for a short hop along the Boulevard. Speed limits are generally 60 km/h in built-up areas and 90 km/h outside them, though parts of central Baku are signed lower — and cameras across the city catch speeding automatically, with fines passed straight on to the renter. The alcohol limit is effectively zero, so leave the scooter parked if you've been drinking. With those basics in mind, Baku is a genuinely rewarding city to explore on two wheels.
