Picture the candle-shaped glow of the Jätkänkynttilä Bridge catching the low Arctic sun as you glide over the Kemijoki, then push north until the road sign tells you you've just crossed into the Arctic Circle. That's the kind of afternoon a scooter buys you here. Rovaniemi rewards riders who want to cover ground without committing to a car or freezing on foot: you can duck into the Arktikum Science Museum for an hour, swing past Santa Claus Village, and still be back in town for coffee on Koskikatu before dinner.
What makes this city work so well for two wheels is its scale. The centre, the river bridges and Ounasvaara fell all sit inside a compact loop that's genuinely tedious on foot once the temperature drops, yet far too small to justify a rental car. Meanwhile the flat, well-surfaced stretch of Highway 4 out to the Arctic Circle line is exactly the kind of 8 km hop a scooter was built for — quick, cheap and a lot more fun than a taxi.
For anything up to 50cc and 45 km/h, Finland's AM moped licence covers you, available from age 15 — but most rental companies set their own minimum, usually 18. Anything bigger requires a full motorcycle licence (A1 and up). EU licences are accepted as they are, and in most cases you won't need an International Driving Permit, though it's worth carrying one if your licence isn't in Latin script. Expect to leave a card-hold deposit, with the exact amount set by the operator.
Rates swing a lot with the season and the machine. A basic scooter runs from EUR 5-15 per day in the quieter months, EUR 20-35 during high season, and a premium model can reach EUR 35-50 per day.
Riding season here really runs late May to September, with June to August the most reliable stretch for daylight and dry roads. Book ahead for July, the Finnish holiday month and the busiest for both tourists and mosquitoes. If you're after quieter roads and lower prices, aim for the edges of the season — May or September — just expect a cooler ride and the odd patch of grit on the road.
Finland drives on the right. Helmets are compulsory for scooter and moped riders and their passengers. Headlights must stay on at all times, day or night. Built-up areas are typically capped at 50 km/h, sometimes 30-40 km/h near schools and town centres. The blood-alcohol limit is 0.5‰, so ride sober. And keep an eye out for reindeer on the road, especially at dawn and dusk — any collision must be reported to 112.

Usually basic third-party insurance is included in the rental price. If you wish to have more protection you can purchase additional CDW insurance, which limits your risk to the amount of your deposit. If you wish to rent a scooter without a deposit and with zero risk, you will need to add full insurance to your reservation.
