Pakistan doesn't have a separate scooter or moped licence class — any two-wheeler runs on the standard motorcycle-category driving licence, issued provincially. As a foreign visitor you'll need an International Driving Permit alongside your home licence. Rental operators generally expect you to be at least 18, though some set their own higher minimum, and you should plan for a security deposit, often held against your passport or ID copy, with the amount varying by shop.
Expect around 7,000 PKR per day in low season, rising to roughly 9,500–12,000 PKR during high season, and 15,000–20,000+ PKR for larger-cc or premium touring bikes.
High season runs October through March, tied to cooler temperatures and the pull of nearby hill stations — book ahead if you're travelling then, since bikes get scarcer as prices rise. Low season, June to August, is hot but easy: fewer riders means better availability and cheaper daily rates if you're happy to ride in the heat.
Pakistan drives on the left. Helmets are legally required for riders and are actually checked in Islamabad, with fines for skipping one — passengers are less consistently covered, but wear one anyway. Speed limits sit around 50–60 km/h in the city and 80–100 km/h on the national highways leading out of town; motorcycles aren't allowed on the motorway network, so any longer trip, including to Murree, sticks to ordinary highway roads. Alcohol and riding don't mix here at all — treat it as zero tolerance rather than a legal limit to stay under, and ride defensively, since lane discipline is loose and right-of-way is often a matter of negotiation rather than signage.
