Seixal doesn't look like a tourist town from the map, and that's exactly the point. Base yourself here and you get quiet mornings along Baía do Seixal, a lagoon on the Tagus with Lisbon's skyline sitting across the water, plus a straight shot to the giant Cristo Rei statue in Almada whenever you feel like a proper view. There's no metro line connecting Seixal to central Lisbon, and the ferry from Cacilhas only gets you so far once you're across the river. A scooter fills that gap neatly: the sights worth seeing are spread 5 to 25 km apart, too far to walk and awkward on local buses, while the roads themselves stay far calmer than anything in central Lisbon. It's the difference between waiting on timetables and just riding to Costa da Caparica when the beach mood hits.
For scooters up to 50cc you need a category AM licence, which a full car (B) licence also covers. For 125cc scooters, visitors need an A1 motorcycle entitlement — the Portuguese rule allowing B-licence holders onto 125cc machines applies only to local licences, not to tourists. Non-EU visitors should carry an International Driving Permit alongside their home licence. A credit-card deposit is standard practice, with the amount set by each rental operator.
Expect EUR 5–15 per day in low season and EUR 20–35 per day in high season, with premium models running EUR 30–50 per day.
High season runs June to September, peaking in July and August, when Portugal's coast fills up fast and prices follow. Low season stretches from November to March, with the cheapest rates in December and January. If you'd rather skip both crowds and cold, April to June and September to October give you warm, dry weather at a fairer price — book a little ahead either way, since good scooters go quickly once summer starts.
Portugal drives on the right. Helmets are compulsory for every rider and passenger on a scooter or moped, no exceptions for age. Speed limits are 50 km/h in built-up areas and 90 km/h on open roads, though mopeds are capped at 45 km/h and can't use motorways. Scooters and mopeds must run with dipped headlights on at all times, day included. The blood alcohol limit is 0.5 g/l, dropping to 0.2 g/l if you've held your licence less than three years, and roadside checks do happen.

Usually basic third-party insurance is included in the rental price. If you wish to have more protection you can purchase additional CDW insurance, which limits your risk to the amount of your deposit. If you wish to rent a scooter without a deposit and with zero risk, you will need to add full insurance to your reservation.
