Rijeka doesn't sit quietly on the coast the way some Adriatic towns do — it climbs. One minute you're at the harbor, the next you're winding up toward Trsat Castle with the whole Kvarner Bay opening up behind you, or heading further into the hills toward the forest tracks of Učka. Rules depend on how the machine is registered. Lighter, road-registered quads generally fall under a moped-type licence category, while heavier road quads can usually be ridden on a standard car licence — the rental agency will tell you exactly which one their fleet needs. Off-road-only quads used on guided tours over private land are often ridden without any licence at all, though a car licence is commonly requested anyway. In practice, 18 is the usual minimum age, a deposit is taken by card hold or cash and released on return, and if your licence was issued outside the EU or EEA, it's worth carrying an International Driving Permit (IDP) alongside it.
A standard single-seat ATV runs from around EUR 60 to EUR 80 per day in low season, rising to roughly EUR 90–150 per day at the height of summer. Larger or two-seat, buggy-style quads can reach EUR 150–220 per day in peak season.
June to August is high season, with July and August the busiest and priciest stretch — book ahead if you're planning a summer trip, since stock in popular models can run low. November to March is low season, with far fewer riders on the road and noticeably cheaper rates, though some inland routes stay cold and wet well into spring. May, June, and September into early October tend to be the sweet spot: warm, dry, and without the peak-season crowds.
Croatia drives on the right. Helmets are compulsory for every rider and passenger on a quad or scooter, no exceptions. Speed limits are 50 km/h in built-up areas, 90 km/h on open roads, 110 km/h on expressways, and 130 km/h on motorways. The blood-alcohol limit is 0.05% for most drivers, but it drops to zero for anyone under 25. Headlights must stay on at all times while riding, day or night, and police checks for speed and alcohol are common on coastal roads through the summer season.

If you wish to rent a quad bike without a deposit and with zero risk, you will need to add full insurance to your reservation.
