Cobblestones in Piața Unirii, the hill behind Cetățuia Park, the salt mine outside Turda — Cluj-Napoca rewards anyone willing to cover ground, and a scooter is the easiest way to do it. Weave from the old town up to a hilltop viewpoint before lunch, then head into the countryside toward Turda or Bonțida in the afternoon. It's the kind of freedom a bus timetable or a rental car stuck in centre traffic just can't match.
The old town is compact but built for foot traffic, not cars, so parking near Piața Unirii can eat up half your morning. A scooter slips through the narrow streets and tucks into any gap on the pavement, no circling required. Once you're ready to go further, the same vehicle carries you out to Hoia Forest or the Turda Gorge without needing a full-size car or joining a tour bus — light enough for the old town, capable enough for the hills around it.
For scooters up to 50 cc and 45 km/h, an EU category AM licence is the minimum, and a full car licence (category B) also covers you. If you're after something bigger, a 125 cc-plus model needs the matching motorcycle category. Riders typically need to be at least 16, though many rental companies set their own higher minimum. Non-EU/EEA visitors should bring an International Driving Permit alongside their home licence. Expect to leave a deposit, usually as a card pre-authorisation, so it's worth confirming the amount and refund terms before you sign.
During low season, standard scooters start around 25-40 RON per day. In high season, prices for the same 50cc models typically run 90-160 RON per day, and larger or newer automatic models go for around 180-280 RON per day.
June to September is high season here, driven by summer travel and the city's festival calendar, so book a few days ahead if you want your pick of models. November through March is low season, with the lowest prices but colder, less rideable weather. If you want the best of both, aim for the shoulder months when the city is quieter and prices haven't yet climbed to peak levels.
Romania drives on the right, and helmets are compulsory for both rider and passenger on any scooter or moped. Speed limits are 50 km/h in built-up areas and 90 km/h on roads outside town, though mopeds are capped at 45 km/h and can't use motorways. Alcohol tolerance is zero — any measurable amount in your blood can mean a fine or worse. Keep your licence, IDP if required, rental agreement and insurance papers on you, since roadside checks are routine, and expect road surfaces to get rougher the further you stray from the main routes.
